The answer is NO because the CIC Immigration Department very clearly defines a "regularly scheduled break" that must be in the academic year. That means the students can only work full-time in the summer of the post-secondary school year (College or University).
When you have a Post-secondary Study Permit (College or University), you can automatically work 20 hours/week (during full-time study) without applying for a Work Permit. And can work anywhere (on and off campus).
Notice that to be able to work when you have a Study Permit, you must study full-time. If you study full-time and quit the subject (withdrawal), you will not be able to work. If you study 2 subjects at school and 1 subject online, you will not be able to work because online learning is not counted in full-time study.
Necessary and sufficient conditions to be able to work while studying include: Study Permit for post-secondary study; SIN number and studying full-time. For the summer, you can work full-time, maximum 150 days but must be the summer of the college or university year.
